Prevent client from deactivating their BCROS account if there is money owing on their account #21534

GIVEN that the client's BCROS account has not been paid in full WHEN a client chooses to deactivate a BCROS account THEN the the system will generate a modal asking the client to pay the outstanding balance

Deactivation check to consider:

invoices on statements that have been issued
invoiced that aren't part of statements yet
