Email to client when amount is refunded #21537

GIVEN that I have overpaid for a statement WHEN Expense Authority approves a refund amount on my short name THEN I will receive a refund to my bank account (manual - covered in another ticket (the one before this one)) AND I will receive a notification via email that the overpayment has been refunded

Refund to target the email address tied to the short name (entered at time of refund, or during another edit) Email contents should be generic - mention $ amount and short name - no accounts, no mention of overpay
