Namex-API: order names by choice when retrieving a Requests record #21659

It is better to order by names.choice when retrieving a Request record associated with Name objects.

@flutistar please get this reviewed today, and then merge it into main, test it in dev, then start the CD flow for TEST, and i will approve it, once verified by you in test, then move it to ready for QA
