As an Examiner,
I want to issue a certificate of registration with a unique registration number,
so that each registered entity has a verifiable and distinct identifier for official recognition and record-keeping.

Context:

This user story focuses on the process of issuing certificates after an examiner clicks Approve, Status must be "Approved – Examined" and after the examiner clicks the Issue certificate button. It covers the generation of a unique registration number, the creation of a certificate, and its accessibility to both the Examiner and the Host.

@mbertucci made some changes on this sentence "After an examiner has manually reviewed an application and clicked "Approved" (status might change . Then the system should automatically issue a certificate." - so status change will be a different UI, here is to use the issue certificate button to issue the document.
