Auth Web: create Continuation Authorization Review page (excluding result section) #21813

[x] breadcrumb
[x] fetch full review object from API (using review id passed on route)
- response will include full filing or at least continuationIn object
- using mocked data for now
[x] optional Extraprovincial Registration in B.C. v-card
- see Create UI for sample template/code
[x] Home Jurisdiction Information v-card
- including document download
- see Create UI for sample template/code
[x] unit tests

Until #21812 and #21985 are implemented, you can mock up some data for display.

Test Notes

This page is implemented and is deployed to Dev, but currently there is no link to it (since the staff dashboard reviews table is not yet merged) and it uses mocked data (since the Legal API "get review" endpoint is not yet implemented).

Here's a link to this page. You can use any id right now because it doesn't call the Legal API yet. Note that document download is working. https://dev.account.bcregistry.gov.bc.ca/staff/continuation-review/1234
