1. Hide all change functionality

   • tombstone for view business information
   • sidebar options for office address and directors and significant individuals if component has been built
   • change button beside email and phone number (they display when you hover over the fields in the top right of the screen)

2. Hide "to-do" list ~3. Hide "more actions" in tombstone~ it will be done in ticket #22030

Note: Significant Individual change will need to be disabled when built. Covered in #18484

@hfekete to look into whether we handle some of these allowable actions for competent authorities in the API

Looked into it, and we should do it in the API. That means we will need additional ticket for that on the backend.
