[ ] When trying to file a re-registration to the legacy exempt registration, where the previous ownership has a tenants in common structure (TIC), then the interest value is displayed as 'N/A' instead of the original value.

Developer Note: Legacy active/exempt tenants in common owner groups exist with no fractional interest (legacy DB2 database owngroup.interest and owngroup.intnumer are null/empty and the status is active/exempt.
