Auth Web: wrong error when trying to affiliate a NR that's not approved #22062

I tried to affiliate NR 5356535 that is not yet (ie, conditionally) approved:

A secondary bug is that I should be able to affiliate a NR that is conditionally approved.

when the NR is draft, I can affiliate it
when the NR is approved, I can affiliate it
when the NR is conditionally approved, sometimes I can affiliate it (*)

(*) I tried 2 different conditionally approved NRs and was able to affiliate one of them ONCE. Since then, I have not been able to (re)affiliate either of them.

The one time I was able to affiliate a conditionally approved NR, it looked like this (which seems fine to me):
