Filings UI: allow resuming draft with expired NR #22088

This doesn't look like a lot of work but I've estimated 3 to allow for some cleanup around the NameRequestInvalidDialog logic.

@andyyanggov I'm thinking that we should add an alert icon and tooltip to the Todo List, similar to the MBR, to let the user know that their draft is currently not in a good state. Thoughts?

Entities-Olga team cannot work on this because @mstanton1 's team is developing a new business dashboard and we need to determine which codebase(s) to update.

This is low priority because, at the moment, we don't need to load Filings UI when a NR is expired.
