[Examiner Dashboard ] - Filter - All, Full Review, Provisional Approval #22125

Context:

The examiner will have a list of applications to work on and will want to be able to narrow that list down to see applications by some statuses.

Scenario 1: Click on the Filters

Scenario 1: Viewing All Applications Given an examiner is logged into the dashboard, When the examiner selects the filter option "All" from the dropdown menu, Then the dashboard should display a list of all applications without any specific filtering applied.

Scenario 2: Viewing Applications Under Full Review Given an examiner is logged into the dashboard, When the examiner selects the filter option "Full Review" from the dropdown menu, Then the dashboard should display a list of all applications currently under full review.

Scenario 3: Viewing Applications with Provisional Approval Given an examiner is logged into the dashboard, When the examiner selects the filter option "Provisional Approval" from the dropdown menu, Then the dashboard should display a list of all applications that have been granted provisional approval.

@mbertucci need to discuss this further 1) maybe do this later as dev will move registration to application? 2) we need to define what "all" application means? All application whether it's submitted, payment not paid, approved, cancelled, etc.? For application that is under full review, is it based on the status or flag? Application under full review will not be in full review forever once a decision is made. So it ties into the status discussion.

This may be already captured in the story for the dashboard - #21631

The filter business rules can go into it instead. Merge this ticket into that one.
