[VERIFY] Emails not being triggered in test env for BEN alterations and Voluntary Dissolutions. #22145

Describe the bug in the current situation When the user files an Alteration or VD, the emails with the attached outputs are not delivered.

Impact of this bug The user won't receive an email with the outputs attached.

Steps to reproduce the behavior:

  1. Go to 'https://test.account.bcregistry.gov.bc.ca/decide-business'
  2. Search for BC1095365
  3. File an Alteration or a VD
  4. Notice that the emails are not being sent.

This is likely related to #22110.

Verify after #22110 is deployed in Test. Check this scenario. Deployment team to contact Karim and confirm.
