MHR API - Legacy Registraiton Current Home View Include LTSA Description #22216

The legacy DB2 database does not store the LTSA legal description for a PID number. Pre data migration, modernized search uses a modernized PostgreSQL database table to lookup the legal description for a PID. Use the same approach when fetching the current location information for the current view of a home.

Background: This pre data migration discrepancy between a search report and the UI current view of a home was noticed by staff.

Verified in DEV using legacy registrations and the legal land description is now displayed.
