While releasing Entities Sprint 22.1a to Prod (ticket #21995), the Legal API CD script failed time and time again.

Thanks to @seeker25 , @argush3 , @pwei1018 , @bolyachevets et al, it was suspected that insufficient OCP resources were the cause of the failures.

I've created this ticket to follow up on this.

[ ] review current pod scaling (Legal API, Postgres db, etc) against utilization
[ ] review CPU allocations
[ ] change as needed
