Legal API: outputs to show when status is Rejected

[ ] need to show original application (in Rejected + Approved states)
- similar to future effective IA -- no incorporation number, no effective date, etc
[ ] need to show user's documents (in Rejected + Approved states)
[ ] need to allow receipt download (in Rejected + Approved states) Naveen and Olga to determine if we should the original receipt and/or the refund receipt if available - feedback: No Refund Receipt
[ ] verify Approved state (ie, after staff has approved/accepted the review but before the Filer has completed the filing)
- subtitle should be "Filed and Pending | Paid"
- it is basically the same as Paid state
- can be tested by creating future-effective filing and approving it
