STRR: Payment Queue Messages #22562

Description

Payment to publish payment messages to a PubSub Topic for payments created by STRR.

It is believed the following changes need to be made:

Pay

[ ] update the pubsub Figjam
[ ] a PubSub topic for strr payments
[x] update pay, that upon a successful payment, publish a CloudEvent

strr

[x] create a subscription
[x] create a pay listener
[x] create a DLQ to monitor

SRE

[ ] create SA for the subscription
