Doc API - Implement PATCH Update Document Meta Data.

Add a generic documents endpoint to update the following information associated with an individual document:

• consumer ID (consumerIdentifier)
• filename (consumerFilename)
• scanning date (consumerScanDate)
• filing date (consumerFilingDate)

Update the spec. Identify an individual document with the unique documentServiceId.
