Staff Filing - Wording #22639

When staff file a change of Address follow a checkbox followed by I (Need to be removed for staff filing). This came up in the Knowledge transformation session.

If Staff do this filing means the staff received a paper form for filing

In general, the certify section is a common component -- it is used by multiple filings -- so any code changes will be small, but multiple (all) filings will need to be verified. This change would be needed in Filings UI, Create UI and Edit UI.
