Legal API - Updates to hide involuntary dissolution filing

An involuntarily dissolved business should not have the dissolution filing displayed in the ledger history.

Can reference admin freeze filings

• [x] Update legal api code to hide involuntary dissolution filings for GET /businesses//filings endpoint. This will require setting the displayLedger flag to false. Note this has been done for the admin freeze filing already so there is code to work off of. Reference screenshot below for example of filing info returned for admin freeze filing via GET /filings endpoint
• [x] Add/update unit tests as appropriate
