Describe the bug in current situation Business in DISSOLUTION because of missing multiple AR's are moving to good standing state if user files just one AR.

Pre Conditions: which Env, any pre-requesites or assumptions to execute steps? Dev env

Steps to Reproduce Steps to reproduce the behaviour:

1. Select any business that is dissolution because of missing AR's. BC0816990
2. Navigate to business dashboard and observe the business is in the process of dissolution
3. File annual report for the last year.

Actual/ observed behavior/ results Observe that the business is moved to good standing in the database.

Expected behavior The business should not move to good standing if the business has outstanding filings missing.

Testing Considerations

• [ ] Confirm on the criteria for a business eligible for dissolution
• [ ] Find a business with missing filings for the last ~4 years

I see the issue still exists in Dev.

The business is WITHDRAWN from dissolution after one filing and whne business is till eligible for dissolution
