Create service account and CloudSQL connection instructions #22805

Service BC Strategic Services team require to connect to our GCP warehouse database.

In Dev data warehouse project:

Create a service account and generate key file
Assign proper readonly database permissions to the service account
Verify the CloudSQL remote connection with the service account
Prepare the connection instruction documentation (similar to https://docs.google.com/document/d/1NNTdBgoFOE00NX1hZdUCJu4PE4oO-y0zPlXno-D_qAU/edit)

To connect PowerBI tools for reporting. Right now, they have OpenShift access but want to try connecting to GCP database. Need to help them set up an account and grant permissions for them to try it.
