Pay: receipt should show filing fee separate from priority fee #22848

In #20893, a priority amalgamation was done. The bug is that the receipt shows the combined fee for the amalgamation application ($450) instead of the separated fees ($350 for amalgamation + $100 for priority).

@JohnamLane The receipt breakdown is only available in Pay API.
