📖 User Story As an examiner, I want host to provide expiry date of their business licence, when they provide a local government business licence in Step 2 STR Property Details page So that I can know when host's business licnece will be expired

Context:

Examiner wants to know when host's business licence expired. Local Gov business licence usually expires on Dec 31 each year. If their BL is expired and no new BL # is provided, examiners can suspend/cancel their registration. In the future, we want an email notification to hosts to remind them of provide new BL # if it's about expiring and system to flag registrations with expired BL.
