API - Assign Roles to Users #23023

When a BC Service Card user logs in and they select an account to use for STRR assign them the Host role in the backend.

This is for Dec 15 release as we will not have platform roles ready.

No dependencies and no design required.

@mbertucci just something to confirm: users will come to STRR card/services catalogue and then select roles within STRR.

Extensively tested last week as the UI was not yet inline with the API. Dima has fixed the UI and that's how we validated this.
