Auth Web MBR: user vs staff show different record for same NR #23045

In the staff dashboard, the NR that I used to create a continuation application displays correctly:

However, in the user dashboard (where I also affiliated the NR), the NR doesn't show as having being used:

This might be an affiliation issue -- I'm thinking the continuation application might not have been auto-affiliated with the correct (user) account. Either way, the NR should be replaced by the continuation application in all My Business Registry tables where it was affiliated.

It seems like significant effort is required if we will decide to make it working.

If there are multiple applications with the same NR, the first one will win, and the others will fail.
