AUTH WEB - Merge the "Products and Services" tab with the "Payment Method" tab, update design and functionality #23207

Scope is the UI changes. API changes in another ticket:

  1. Update the product tiles
  2. Merge tabs
  3. UX interaction changing the products
  4. UX interaction changing the payment method
  5. Remove the "Account Type" tab
