API - Auto reject requests without further information

• if a client has been asked for additional information (identified by status XXXXX) after X amount of days if no updates have been made to the request then the request should be automatically declined (set status to XXXXXX)
• job to be run daily
• this will be an internal endpoint in the api triggered by the GCP scheduler
• assumption that this is based off of the state and last updated date

@Apt766525 can you please confirm when requirements are gathered if we can do this off of state and last updated date? The business question is, if staff request additional documentation and that documentation is provided but is insufficient, is it reasonable to send another request for further information and have the timer for providing those documents restart?
