Prompt renters to upload a rental agreement when selecting "Renter" as the type of ownership

As a Team Lead,
I want hosts who select "Renter" from the "Type of Ownership" dropdown to be prompted to upload their rental agreement,
so that we can ensure hosts meet legal requirements and maintain compliance when offering accommodations for short-term rentals.

Context / Background

On Step 2, we ask if the host is a renter or an owner of the STR property. When a host identifies themselves as a renter, they must provide their Tenancy (rental) agreement or Receipt or bank statement showing payment of rent

Business Rules

[ ] On Step 2 Property Details page, when "rent" is selected for "Ownership type", host must upload document.
[ ] File type, size and format will be the same as documents uploading for PR proof. Validation can be found here
[ ] Hosts must upload at least one document
[ ] Host can upload multiple documents
[ ] Host can delete a file if they decide not to upload it
[ ] Host can delete a file one at a time
[ ] Error Handling: If the file upload is not completed, a red x appears on the stepper and a message should appear to state the required documents
[ ] Step 4 Review page, the uploaded files will be displayed
[ ] On Host Application details page, host will see the list of files by file name uploaded and can click to view/download the file
[ ] On Examiner Application details page, examiners will view the list of files uploaded by hosts, by file name and can click to view/download the file

Story Scenarios

Scenario 1: Renter selects "Renter" and uploads a rental agreement

Given the host selects "Renter" from the "Type of Ownership" dropdown,
When the dropdown option is selected,
Then the system prompts the host to upload their rental agreement.

Scenario 2: Host attempts to proceed without uploading a rental agreement

Given the host has selected "Renter" but has not uploaded a rental agreement,
When they click next or another stepper
Then the system flags the stepper with a red X
And creates an error message prompting them to upload the required document.

Scenario 3: Renter uploads file(s)

Given the host is an renter
When they upload file(s) and submit application
Then host can see list of files uploaded on Step 4 review page
And Then host can view the list of files uploaded on Application details page and can view/download files
And Then examiner view the list of files uploaded by hosts on Application details page and can view/download files

@andyyanggov we are unsure whether it's better to ask them upload files on Step 2 where we ask them if they are a renter or not, or on Step 3 where we ask users to upload files when they property have PR requirement

Step 3 has to do with the principal residence requirement. I think it make more sense to have the user upload the rental agreement or other supporting documents when they select 'Renter' on Step 2—unless we have an entire 'Upload Documents' step where the user uploads all necessary documents.

With regards to the requirements of this story, is it the proof of rent we're looking for, or is it more so the proof of the landlord's permission to operate an STR?

Ok. Sounds like having the file upload on Step 2 once they chose renter makes more sense and fits current timeline. Maybe we can add some text related to this. If the person entitled to possession of the short-term rental property is a tenant, they must provide copies of one or more of the following documents: • Tenancy (rental) agreement • Receipt or bank statement showing payment of rent

After go-live, we will have a checkbox for renters to confirm that they have permission from their landlord.

Thinking about this a little more, what are the document requirements for PR actually? I see a 'View Documentation Requirements' button on Step 3 but no other existing design beyond that. Would a tenancy agreement suffice as a PR document?

@andyyanggov this story is no longer required. Renters whose rental property has PR requirement need to upload these documents as part of doc to prove their PR. We can add some language in the HOUS website to tell users what kind of supporting doc is required. Can you remove it from design? Thanks.
