UI - registrar notation issues in todo/filing #23634

When there is a pending Registrar's Notation filing, it is not displayed properly in the new dashboard. Missing Filing Type title and icon

Tackle at the same time as https://app.zenhub.com/workspaces/beneficial-ownership-2023-6557a7db7ce6e464af821855/issues/gh/bcgov/entity/23569 which is also to do with a missing filing type title in the to-do section.

This bug is hard to reproduce as a staff filing does not get the pending status very often. To verify the bug has been resolved, the pending registrar's notation filing is mocked in cypress test. The following screenshots are taken locally:
