once rental address entered, check Data Portal API for 1)BL required 2) STR prohibited, 3) PR req applied

As a Team Lead,
I want system to inform host if the following applies to their short term rental

prohibited by local government if not,
is the rental PR exempt
does the local government require a business license.

so that users do not need to figure out all the information on their own.

NOTE: Property Details Page fields and message dynamically change based on whether there is a Principal Residence Required or Exempt See business rules below **

Context / Background

We want to automate the process and check this information for the hosts based on the city identified in their rental address via Data Portal API so users know whether they need to provide BL information, whether they should/can register (if their city does not allow STR, they cannot register at all) and whether their city has PR requirement (so that they can upload documents to prove their PR)

[ ] On Property Details page, when users finish entering the rental address, automatically check using geocoder:
- prohibited by local government

If not, then

is the rental Principal Residence Requirement Exempt?
does the local government require a business license.

Validations based on above query:

[ ] If STR is prohibited - show [message] and cannot submit application.
[ ] If BL is required, display "A business license is required by your local government to operate a short-term rental and to apply for a provincial registration number.", and BL information (BL #, expiry data) is required for users to enter.
[ ] If BL is not required, users do not need to provide BL information and continue the application.

I'm going to need to break this ticket up more. It's too large for one ticket and I will also need to create another ticket for the document upload to prove principal residence. The tagging story.
