Review Page - acknowledgement - Info shared with FIN/CRA

As a Team Lead,
I want hosts to acknowledge and certify that the information will be shared with FIN and CRA So that STR Registry will have users' certifications.

Context / Background

Currently we do not validate SIN and Business #. Maybe this is something we can improve in the future. We do not need to store this information in the DB as it's safe to assume that this checkbox will be ticked for them to submit application.

Business Rules

[ ] On Review page, show "I understand that information will be shared with the Ministry of Finance and the Canada Revenue Agency (CRA) for purposes of tax auditing." with a checkbox under Certify section
[ ] This checkbox is required for submitting an application.
[ ] If this checkbox is unticked, when moving away from this page or click "submit and pay" button, a red error will appear on the stepper and an error message will appear.
[ ] The selection will be displayed on the application details page for host.
[ ] The selection will be displayed on the application details page for examiner.

Story Scenarios

Scenario 1: Host certifies on the review page
Given a host is filling out the application
When the host navigates to the review page Then they will view a sentence "I understand that information will be shared with the Ministry of Finance and the Canada Revenue Agency (CRA) for purposes of tax auditing.". And Then they must tick the checkbox to submit the application.

Scenario 2: Error Handling
Given a host navigates to the review page of the application When the host navigates away to other page or click submit and pay button without ticking the checkbox Then they will view an error message that this checkbox is required And Then they will see a red error on the stepper And Then they will not be able to submit and pay the application
