Request Registrar Review for Application

📖 User Story
As an Examiner,
I want to request that the Registrar reviews an application,
so that applications requiring escalation will have a status that is unique and easily identifiable for the registrar to review

Context:
This user story is focused on providing Examiners the ability to request Registrar review for applications that require additional oversight or decision-making. This feature allows the Examiner to flag an application for Registrar attention, changing the application status to "Registrar Decision"

Note: notifying the registrar by way of email will be a future iteration

Note: The "Issue Certificate" functionality is out of scope for this story and will be addressed in a separate user story #21685

Application Status and Behavior

Application Status Update - Request Registrar Review:
When the Examiner selects Request Registrar Review on an application:
- The application status changes to Registrar Decision (Examiner view) and Pending Approval (Host view).
- A record of this action is logged in the Filing History, capturing the Examiner’s name, date, and time.
- The Examiner can still perform approval or decline actions while the application is in the Registrar Decision status.

📏 Business Rules

[ ] The "Request Registrar Review" action should only be available to Examiners regardless of the current status of the application and registration
[ ] The Registrar must have visibility into the flagged applications and be able to change the status to either Approved or Declined.
[ ] A record of every request for Registrar Review must be logged in the Filing History with a timestamp and the Examiner’s name for audit purposes.

Scenario 1: Request Registrar Review for an Application
Given the Examiner is on the application details page, and the application is in a status eligible for Registrar Review:
When the Examiner selects Request Registrar Review:
Then the application status changes to Registrar Decision (Examiner view) and Pending Approval (Host view).
And a record of the action is logged in the Filing History with the Examiner’s name, date, and time.
