Describe the bug in current situation

A series of UI observations for the mobile layout:

Breadcrumb is not responsive according to Figma design
Help buttons need mobile design (the 2 buttons should probably stack vertically instead) Link to Design
Section title (e.g., 'Primary Contact Information') not properly left-aligned
Fieldset legend (e.g., 'Your Name', 'Date of Birth', 'Canada Revenue Agency Identifier', etc.) not bolded
Missing horizontal divider below "This is your legal name..."
After adding secondary contact, space between 'Secondary Contact Information' section and 'Next' button bar is too large
