Legal API: Should not be able to change a TING that is part of a FE amalgamation (allowable actions) #23790

Here's a TING that is scheduled to be part of a FE amalgamation:

Here's the other TING in this amalgamation. After filing the FE amalgamation (and before the FE date/time), I dissolved it, but should not be able to! (I also did an alteration before the voluntary dissolution.)

I think this is a Legal API ticket since we could use allowable actions to disable changes to the TED.

The amalgamation filing failed and is stuck (though this is not obvious):

Mihai believes that changing a TING after the amalgamation was submitted but before it is processed (eg, future effective) is very rare. Users should know to not touch the TINGs after an amalgamation filing has been submitted.

Still, this is a hole in our processing that can cause the future-effective amalgamation to fail, and we do have a way to prevent changes to the TINGs and thus pre-empt this situation.
