Add BAR data to data lake and provide access for reporting #23843

Vikas needs access to the annual report (BAR) application data for business intelligence reporting. We need to set up data flow to the data warehouse and provide him with access.

added business-ar database under BAR schema in https://console.cloud.google.com/sql/instances/fin-warehouse-prod/overview?authuser=0&project=mvnjri-prod Gave Vikas 'Role Developer' privileges, which should allow him access to the db.
