Requirements

[ ] wording update "Upload all required documentation to support your application. Learn More." and "File must be a PDF. Maximum 10 MB"
[ ] Hyperlink for "Learn more" is - https://www2.gov.bc.ca/gov/content/housing-tenancy/short-term-rentals/principal-residence-requirement
[ ] When users click "Learn more", it opens in a new tab

@mbertucci Instead of that help expansion panel, we're just going with a link to the Housing page. The design is included in #23685.
