API - QS Dealer Unrestricted Transport Permits and Transfer due to Sale/Gift

If a dealer has confirmed the updated capabilities requirements, they will be able to register a transport permit on any home, not just the homes that are on a manufacturer/dealer lot. Rules that govern extend/create new permits behavior for QS Lawyers/Notaries applies to QS Dealers as well.

• remove location restrictions on transport permits
• remove sole owner restrictions on transfer due to sale or gift
• track administrators to accept on qualified supplier record
• include on the QS GET response, PUT request/end point from qualified supplier whether dealer accepts the requirements or not

@arlentees Since we are not implementing split home dealer access and will allow the updated transport permit rule to take effect immediately, should we update this ticket to say "Update Home Dealer capabilities and allow them to file a transport permit on any home, not just the homes that are on a manufacturer/dealer lot. Rules that govern extend/create new permits behaviour for QS Lawyers/Notaries applies to QS Dealers as well.
