When I enter an address
Then I can easily and obviously enter and submit an address for a non-civic address (an address not governed by a civic address authority, without a street name or number) or that otherwise has special delivery or location requirements. I can also see if the address is for locating a individual person or a place vs. simply being delivery instructions.
Note: The label of this field can be changed depending on the address purpose. The Transparency Registry labels this field "Location Description" because they are entering information to physically locate a person (vs. delivering mail to them).
