SBC_Staff: Remove Waive Tax Certificate and Related Help Content #24148

Remove the permissions for SBC Staff to Waive Tax Certificate and Expiry
Revert Help Content for SBC STAFF to match that of Qualified Suppliers
Change of requirements referencing ticket/designs: https://app.zenhub.com/workspaces/assets-team-space-new-655515cb02e714000e74f9f3/issues/gh/bcgov/entity/23025

Notes:

SBC and QS should both be same flow (ie no option to Waive and Help Content matching)
MHR Staff - Has the option to waive and expanded help content
Both SBC and QS should be verified to file with no issue
Staff should be verified to file when waiving the Tax Cert and NOT waiving
