Namerequest UI: updates for CHG (name change) and CNV (alteration) #24205

Description

This logic applies to both name change NRs (CHG) and alteration NRs (CNV).

  1. If selected business is type BEN, automatically go to modernized system.
  2. Do a business call to LEAR. If selected business is in LEAR, go to modernized system. Otherwise, go to COLIN. Applies to named and numbered.

NB: some BC Limited are in LEAR but are disabled there. It's OK that Namerequest UI redirects users to LEAR. When they get there, they will be told to go to COLIN.

Old Description

When a user starts a Name Change NR and selects their company (from business fetch or search), the company needs to be looked up in LEAR.

We don't need a FF for this as the functionality should automatically work depending on the data.
