We need to lead the user to create a numbered or named company (BC, CC, ULC) in either LEAR or COLIN. (BENs are LEAR-only).

We need a FF to enable this change on the Directed Launch date. Before that date, the existing FF should be used to direct company types to LEAR or COLIN. After that date, the old FF can be ignored and the new functionality should be displayed.
