MHR Transfer to Executor > Transfer due to Sale or Gift Remove Owner from Draft

Staff have noticed that they cannot remove owners from drafts when completing a transfer due to sale or gift as the second part of the transfer to executor

Steps to Reproduce

1. Starting with a home with a sole owner, register a transfer to executor under 25K.

2. Return to dashboard.

3. Initiate a transfer due to sale or gift.

4. Remove the executor and add two or more new owners.

5. Save as draft to continue later

6. From the dashboard, click Edit on the draft

7. In the owner information table, remove an owner

Actual Results

• Nothing happens, no change is made to the UI

Expected Results

• The owner should be removed from the table
