Filings UI: replace "non BEN" FF with more granular FF

Background:

A feature flag, enable-non-ben-corps, was previously implemented to apply special pre-go-live functionality to non-BEN corps (ie, BC, CC and ULC, C, CCC, and CUL). These are businesses that are in both LEAR and COLIN, but that we want users to manage in COLIN only.

Requirement:

1. Use a new feature flag, businesses-to-manage-in-colin, for the exact same functionality but granular to the individual business level. The logic for the new FF is: if the current business is in the list, disable it. (*)
2. Remove the previous FF from the code.

(*) This new FF has already been created in LaunchDarkly and Prod is already using a variation that includes all non-BEN corps in LEAR. This means the functionality will be exactly the same initially. (Then, as businesses are migrated from COLIN to LEAR, they can be removed from the list to enable LEAR functionality.)

Test Notes

Any business in FF businesses-to-manage-in-colin list should be disabled in LEAR.

Specifically, this includes:

• an alert, "This business must be managed in Corporate Online."
• no staff notation (filing) drop-down menu
• outstanding Annual Reports are disabled (cannot start)
• no "Add Detail" option for filings in ledger
• no user drop-down menu for filings in ledger (eg, Correct)
• no Change button on profile email or phone number
• no Staff Comments in header
• a link to COLIN in header
• no View and Change Business Information button in header
• no Business Summary button in header
• no More Actions drop-down menu in header
• no Change button for office addresses
• no Change button for current directors
