TODOs

[ ] Update to support deleting entity + affiliations via auth api
[ ] Update to delete lear_epoch filing
[ ] Update to support deletion even when no verisoning records i.e when only tombstone data
[ ] Address colin_event_id may need more analysis. Verify if any changes req’d here.
