This is a problem for the following reasons:

we can show regular users an internal-only tool (albeit with no data)
it can be confusing while testing that it appears that you are logged in correctly but you can't search for the NR you want to change

Suggestion: if the current user is not staff, do not start this app. Instead, show an error dialog with a link back to the BCROS home page.
