AUTH WEB - publish EFT account and statement rules in the payment method section #24491

When logged into their account and viewing their EFT payment method tile, they should be able to click a link to see text or a document that explains all of the rules for EFT:

  1. When are statements issued
  2. When are they due
  3. How to pay
  4. How to get a refund
  5. How much to pay
  6. overpay
  7. underpay
  8. and more
