POC: Uptime check with Synthetic monitoring #24519

Description: Conduct a Proof of Concept (POC) to explore the implementation of uptime checks using synthetic monitoring. (https://cloud.google.com/monitoring/synthetic-monitors/) (https://www.dynatrace.com/news/blog/what-is-synthetic-monitoring/)

Objectives:

Set up a synthetic monitoring test to simulate user interactions and measure uptime and performance for our key services.
Analyze the effectiveness of synthetic checks in detecting downtime, latency, and other performance issues.

Acceptance Criteria:

[ ] Configure a basic uptime check for the key services:
1. Home Page Application: www.bcregistry.gov.bc.ca
2. Account Application: www.account.bcregistry.gov.bc.ca
[ ] Validate the response time, error rate, and alerting mechanism.
