Nrs not auto affiliating in dev and test. #24523

Describe the bug in the current situation When the user files for an NR while logged in, the NR is not automatically affiliated with the user account. Where as manually adding the NR works.

Steps to reproduce the behavior:

  1. Go to 'https://test.account.bcregistry.gov.bc.ca/'
  2. Login as a BCSC user.
  3. File an NR
  4. Notice that the NR is not being auto-affiliated

This does not reproduce for me in Test (with BCREG0020):

It works for me with BCREGA001 in Test, but the new NR isn't the top item in the MBR:
