Description

This ticket is for implementing the ability for staff to add a stand-alone comment to an item in the previous filing history.

Comments can be added to filings in the previous filing history. They cannot be deleted or edited. Multiple comments can be added to one filing.

@jeznorth to work with @forgeuxGH5

Deadline: Feb 12th

Impact: This is the Design and frontend ticket, if not done, Corrections 1.0 would not be complete which is mandated to be delivered by Feb 18th. This UI Ticket needs to be done by feb 12th so that the testing could take place by Feb 18th
