Redirection of webpages is not according to the flow map #3917

Describe the bug in current situation When a user logs in using the BC Services Card and sign in then the user is pushed to the previous flow instead of the page where the user can Create a New NR/Numbered company etc there by avoiding the user to to create a NEW NAME REQUEST

Additional Acceptance Criteria:

Impact of this bug All users who want to file a NAME REQUEST.

Steps to Reproduce Steps to reproduce the behavior:

  1. Go to 'https://dev.bcregistry.ca/cooperatives/auth/home-dev/'
  2. Click on 'Login with BC Services Card.'
  3. See Error

Need this for UAT. @cameron-freshworks can you look into this? Might be relationships code.

This is a result of having two launch pages existing at the same time. We can't swap the old launch page with the new launch page in Dev and Test until Relationships has no more releases between now and the incorporations release. Will try and coordinate with Relationships, determine the soonest date possible, as well as any potential work arounds!

I've found a solution to getting the flow correct for dev and test Environments, will be PR'ing it very shortly :)

Applying some style updates to the Launch Page in this ticket and will be relocating some AC from ticket #3853.
