Unable to join an account if TOS declined once

Describe the bug in current situation BCeID user is not able to join the account for which invitation was received if they have declined TOS.

Impact of this bug Describe the impact, i.e. what the impact is, and the number of users impacted. The user is not able to join the account for which the invitation was sent if they have once declined the TOS.

Pre Conditions: which Env, any pre-requisites or assumptions to execute steps?

• Test env
• BCSC Account Coordinator
• BCeID authorization chosen
• Account Coordinator invites team members
• The new user that has received the invitation and registers for BCeID and logs in to the system

Steps to Reproduce Steps to reproduce the behavior:

1. Click on 'Decline' button on TOS screen
2. User is directed to a screen that has two options -> Go back to TOS or Logout
3. Click on 'Go back to TOS'
4. Accept the TOS
5. User directed to BC/Non-BC resident screen.

Actual/ observed behavior/ results User directed to BC/Non-BC resident screen. The user is not able to join the account for which the invitation was sent.

Expected behavior The user should be directed to the 'Thanks for Joining ... account'
